Medicare Secondary Payer (MSP)

If Medicare pays primary for an employee or enrolled family member, Medicare may bill an agency directly to recover costs considered payable through the employer-sponsored coverage. Medicare Parts A and B are handled by different companies and may bill separately. MSP notices are not resolved quickly and take time to research.

When you receive a Medicare Secondary Payer Demand Packet from Medicare, please respond to Medicare, on your agency’s letterhead, that you are forwarding the packet to the Public Employees Benefits Board Program (PEBB) for resolution. Please state that PEBB has the authority to resolve the issue on your agency’s behalf. Give them Kathy McCord’s name and number for the contact person at PEBB.

To avoid a penalty, immediately send all MSP notices (including secondary notices) along with a letter indicating the dates the employee and/or covered family members were eligible for PEBB coverage to HCA, attention Kathy McCord, PO Box 42684, Olympia, Washington 98504-2684.
