Adult Dependents

General Information and Requirements:

Beginning January 1, 2009, unmarried children age 20 through 24 - who do not meet PEBB eligibility requirements as students or dependents with disabilities - are eligible for adult dependent coverage. (If eligible as students or dependents with disabilities, then they should be enrolled as such in order to take advantage of the lower premium contribution.)

  • Adult dependents do not have to be Internal Revenue Code (IRC) qualified dependents - i.e., there is no requirement for the adult dependent to live with or have financial ties to the subscriber. Adult dependents enroll under a separate account.
  • Subscribers must pay the full cost of an adult dependent's coverage. (For rates, go to the Rates link below or see the back side of the Adult Dependent Enrollment/Change form.)
  • Adult dependents must enroll in the same medical and dental plans as the subscriber, unless he or she lives outside of the plan's service area or if the subscriber waives or defers medical coverage.

To enroll an adult dependent:

  • Subscribers need to complete and submit an Adult Dependent Enrollment/Change form to the PEBB Program.
  • Employees may enroll their adult dependent during annual open enrollment or within 60 days of a qualifying event for a special open enrollment.
  • Examples of special open enrollment qualifying events include, but are not limited to, the child becoming eligible as an adult dependent by turning twenty or ceasing eligibility as a student or the child losing comprehensive coverage elsewhere. Subscriber must pay the first month's premium before PEBB can enroll the adult dependent in coverage.
